Railway in Florida?

This article tells that the Obama administration had gave funds for building high-speed railway between Tampa and Orlando, two of the major cities in Florida. The writer arises the suspicion that the Obama has chosen to invest just to show their contribution in minimum amount of money, since it required not much money as much as other region of the USA.

I would agree with this article's attitude towards the Obama's so-called 'charity' towards his state Florida. In relation to Obama's multi racial background, this may show his inclination towards the cosmopolitan area such as California and Florida rather than the white dominant northeast region. I mean he could have supported the rail system in the more of northern region where the traffic congestion is more frequent than the route between Tampa and Orlando.

American POLICY #1! : Health reform

Health Reform policy, led by President Obama himself, is not only national issue but also the international concern about the USA. The policy will provide the safety net for the uninsured people; the States will finally declaim the only federal republic nation without any health welfare available for the poor.
This policy sounds good to me. However the battle for passing the Health bill has been issued 3month before and it is still long way from being the Law. Why is that?

This is because the Americans are concerned that 'would the government have enough budget to make this happen?' The policy sounds too good that it would cost so much of government budget. Everyone in the State knows that their country is in great debt and the government uses their taxes just to pay off the interest of the debt. So the US citizen would be thinking that if the Health Bill is passed, their tax will rise unreasonably higher than what they are getting out of it from.
